Chautala first became Haryana's Chief Minister in 1989 for six months, then again took office but resigned after two months. His third term in 1991 was cut short by the President's rule. Then he served two consecutive terms from 1999 to 2005.

His party was part of both the NDA (National Democratic Alliance) and the Third Front, a 2009 coalition of parties not part of the NDA or Congress-led UPA.

He was elected to the Rajya Sabha in 1987 and served until 1990.
